Accessibility and Usability Declaration

The SPMS – Shared Services of the Ministry of Health, P.B.E. (Public Business Entity), is committed to make available the InovarSaúde Portal website, in accordance with the Decree-Law 83/2018, 19th October, which follows the EU Directive 2016/2102 issued by the European Parliament and Council, referring to the accessibility of websites and mobile applications.

I. Conformity Status

The SPMS – Shared Services of the Ministry of Health, P.B.E. InovarSaúde Portal website is fully complies with the Decree-Law 83/2018, 19th October.

II. Elaboration of the current declaration of accessibility and usability

This declaration was updated on 2025-08-20.

In conformity with Decree-Law 83/2018, 19th October, article 9, entities should adopt the monitoring procedures described below. Procedures A) and B) are mandatory. Procedure C) is recommended.

A. Automatic Evaluations:

    • Main results (summary): In the 26 pages of the InovarSaúde Portal an average score of 9.0/10 in the Access Monitor scale was attained.

IV. Other evidence

The SPMS – Shared Services of the Ministry of Health, P.B.E. has not presented any other evidence or efforts to make its website in conformity with the accessibility requirements in the Decree-Law 83/2018, 19th October, as of the submission of the present Declaration.

V. Discrimination Reporting

In accordance with the Decree-Law 83/2018, October 19th , Article 13, #1, whenever a disabled individual receives sub-par treatment, this treatment is or will be given to any other individual in a comparable situation, consubstantiating discriminatory practice against disabled individuals, as predicted and punished in the terms of Article 4 of Law 46/2006, August 28th, such an individual may file a complaint, in accordance to Decree-Law 34/2007, February 15th.

The National Institute of Rehabilitation (NIR, Public Institution – P.I.), makes available a form to report instances of discrimination, forwarding any complaints to the responsible entities. Annually, NIR, P.I. elaborates a report on the enforcement of the law that prohibits and punishes discrimination towards disability and the existence of an aggravated health risk (Law 46/2006, August 28th).

The present Declaration of Accessibility and Usability was created with support of the WAI-Tools PT v1.5 Generator, developed in the project WAI-Tools, which consortium includes AMA. This Declaration was conceived in conformity with Decree-Law 83/2018, October 19th.
